Organic flour and dairy in the UK: what "organic" does and doesn't tell you
Updated 24 October 2026. Every claim links to its source.
What the organic label tells you about folic acid in flour and Bovaer in milk.
Key points
- Organic white flour is fortified. The folic acid mandate "applies to both organic and non-organic flours"; organic standards prohibit fortification "except when fortification is mandated by government", and organic non-wholemeal wheat flours already contain added calcium, iron, niacin and thiamin (Soil Association, 6 Jan 2026). Folic acid is added from 13 December 2026 (GOV.UK).
- Doves Farm says its white flours, including organic white, will be fortified (Doves Farm FAQ).
- Organic milk can't use Bovaer (Soil Association; OF&G; SOPA).
Organic flour without added folic acid
The Soil Association lists these options (Soil Association):
- Wholemeal: exempt (reg. 4). See is wholemeal flour fortified?
- Gluten-free flours.
- Non-common wheat (Triticum aestivum), such as spelt or durum (reg. 2).
- Smaller mills: capacity of no more than 500 metric tonnes a year and output under 500 tonnes in each of the previous three calendar years (GOV.UK).
Not every flour these sellers offer is unfortified; open "Evidence" on each.

How to read an organic label
- UK businesses producing, preparing, storing, importing or selling organic products must be certified by an approved control body (GOV.UK).
- Labels show a control body code ("GB-ORG-XX" in Great Britain, "XI-ORG-XX" in Northern Ireland) and a statement of agricultural origin (GOV.UK).
- Processed foods need at least 95% organic agricultural ingredients to use organic terms (GOV.UK).
- Common codes: GB-ORG-02 Organic Farmers & Growers, GB-ORG-04 Organic Food Federation, GB-ORG-05 Soil Association Certification, GB-ORG-06 Biodynamic Association Certification, GB-ORG-13 Quality Welsh Food Certification, GB-ORG-17 OF&G Scotland (GOV.UK).
- An organic code doesn't tell you whether folic acid was added to flour; read the ingredients (GOV.UK: Folic acid).
This page explains labelling and certification rules. The FSA has approved Bovaer as safe (FSA). It is not medical advice. The UK government recommends folic acid fortification to reduce neural tube defects (GOV.UK). If you are pregnant or planning a pregnancy, speak to a health professional about folic acid.
